History of Westlake Village

  

Location

 38 miles north of the Los Angeles Civic Center

 15 miles west of the San Fernando Valley (via the 101 freeway)

 10 miles inland from Malibu

 50 miles South of Santa Barbara

 

Site Information

Westlake Village consists of 18 Square miles of beautiful landscape surrounded by the Santa Monica Mountains to the south & the Simi Range to the north. The lush green neighborhoods are dotted with large old Oak Trees many of which are counted and can not be removed without city permission.

 

Westlake Village sits on approximately 3,000 acres  in Los Angeles County & 9,000 acres in Ventura County.
 

The Los Angeles – Ventura County line transects diagonally on a northeast-southeast plane, cutting Westlake Lake in half. The Los Angeles County portion is the City of Westlake Village; most of the Ventura County portion has been annexed to the City of Thousand Oaks.

 

Developers

The American Hawaiian Steamship Company purchased the 12,000 acres Albertson Ranch for $32 million & prepared a master plan in 1963.
 

Prudential provided a land loan for $30 million in 1966 when purchased. Prudential became an equity partner and in 1969, and the partnership dissolved in 1973. Prudential became responsible for management, marketing & future development of the 9,000 acres.

 

Original Master Plan

The Bechtel Corporation with assistance from Stanford Institute for Economic and Market Studies, and Albert C. Martin and Associates originated the master plan. The land planning was by Luis Manzano & Associates. The engineering was by McIntire & Quiros. Other firms have also contributed to developmental planning.

 

 

South Ranch

The arbitrary dividing line in Westlake Village is the Ventura Freeway (U.S. 101).  The use of the designations “South Ranch” & “North Ranch” is a matter of convenience in referring to the areas within the community. Historically, residential construction, recreational amenities and commercial development began on the South Ranch in 1966. Approximately 75% of Westlake’s current population resides in that area.

 

North Ranch

The “North Ranch” development of the 4,712 acre (in Ventura County, north of Ventura Freeway) was done according to Specific Plan 4, originally approved by the City of Thousand Oaks in October 1972.
 

There are approximately 2,100 homes & home sites in the plan. In addition, 1406 acres are donated to CASCA (Conejo Open Space Conservation Agency).

 

Education

Westlake Village has both the Las Virgenes School District on the Los Angeles County Side and the Conejo Valley Unified School District on the Ventura County side. There are 3 public elementary Schools, 1 Westlake High School, 1 private elementary and at least 4 private nursery schools all together in Westlake.

 

Neighborhood Recreation

Some Neighborhoods have their own recreational facilities that include swimming pool, tennis & club house. You will also find open space & green belts in most of the neighborhoods.

Golf:      North Ranch Country Club, private, 27 holes.

             Westlake Golf Course, public, 5,000 yards, par 67

             Sherwood Country Club, private,

 

Tennis:  4 private tennis clubs with a total of 40 courts.

 

Riding:   2 equestrian centers; public & private trail system.

 

Sailing:  Westlake Lake

Westlake Lake

Westlake Lake covers approximately 150 acres, is one of the major social & recreational amenities in the community and was completed in 1968 at a cost of $4.5 million (Includes $1.7 million for dam.) Westlake Lake used by the homeowners for electric boating, sailing & fishing. The lake is noted worldwide for its almost perfect ecological balance. Management and environmental control systems introduced at Westlake Lake are subject of book published by the Urban Land Institute. Westlake Lake is owned and managed by Westlake Lake Management Association (otherwise known as WLLMA,  pronounced wilma).

 

 

Homeowners Association

There are at least 45 residential subdivisions, all have homeowners associations that manage commonly held recreational facilities and greenbelts and ensure architectural consistency within the neighborhoods. These  associations have representation on the Westlake Joint Board, an umbrella organization which coordinates homeowners associations stems from subdivision Covenants, Conditions, & Restrictions (CC&R’s).
